This was contained in a letter read at the senate chambers on Wednesday.
While reading the letter, Senate President, David Mark indicated that the Federal government was seeking approval to borrow the sum of $1 billion to get stocks of new modern and sophisticated equipment, training of Military personnel as well as for adequate logistics to combat the insurgents.
The Federal government has come under persistent and heavy criticism of negligence, incompetence as well as keeping poorly equipped and motivated security officers, a factor that has been widely linked to why the insurgency has degenerated in the last five years in the country.
