He died early Monday in Vienna, Austria according to family sources.
Born on August 26, 1938, Railwan was former Secretary General of the Organisation of Petroleum Exporting Countries, OPEC between January 1, 1995 and December 31, 2000.
Dr. Rilwanu Lukman,BSc, EngD, KBE, Legion d’Honneur is an Honorary Advisor on Energy and Strategic Matters to the President of Nigeria. Dr. Lukman serves as Special Advisor to the Board of Gasol Plc. He is the founder of African Gas Development Corp. He was Mining Engineer & International Consultant on Petroleum & Mineral Resources. He served as Presidential Adviser to the president on Petroleum Resources Alternate Chairman, NNPC. Dr. Lukman served as Presidential Adviser on Petroleum and Energy Matters to the Federal Government of Nigeria.
He served as Secretary General of the Organization of the Petroleum Exporting Countries (OPEC) from 1995 to 2000. He served as Executive
Officer of Gasol Plc. Prior to reverse merger with African LNG Holdings Ltd., he served as Strategic Advisor to the Board of Gasol Plc., from July 2007 to December 2008 where he assisted it in further leveraging its Gulf of Guinea relationships and building on the existing infrastructure business, in tandem with African LNG’s developing gas monetisation strategy in West Africa.
He served as Secretary General of OPEC, President of OPEC, Nigerian Minister of Petroleum Resources from 1986 to 1989, Special Adviser to the Nigerian President for Oil and Gas, Nigerian Minister of Foreign Affairs from 1989 to 1990 and as Nigerian Minister of Mines 1984 to 1985. He was made a Knight of the British Empire (KBE) in 1989 and Officer of the Legion d’Honneur of France in 1990. Dr. Lukman is founder of Afren PLC and served as its Non-Executive Chairman from November 2, 2006 to December 2008.
He was founder of the African Petroleum Producers Association and served as its Chairman. He has been Chairman of Gasol Plc since August 1, 2013. He served as Chairman of the Board of Directors of the National Electric Power Authority (NEPA) from 1993 to 1994. He served as Chairman of the Nigerian National Petroleum Corporation. He has been an Independent Director at Ivanhoe Mines Ltd. since February 2012.
He serves as Member of Supervisory Board at Dietsmann N.V. He has been a Non-Executive Director of International Mining & Infrastructure Corporation plc since January 25, 2012. He has been Director of Ivanplats Limited since February 14, 2012. He serves as Director of Mpf Corp. Ltd., and Jaiz Bank PLC. He has been Member of Advisory Board at Wilton Resources Inc., since November 28, 2012. He served as Director of AIICO Insurance Plc since December 4, 2003. He served as Non-Executive Director of Afren Plc., from February 16, 2005 to December 2008.
He is a Director of MPF Corp. Ltd. Dr. Lukman received B.Sc. (Hons) in Mining Engineering from the Royal School of Mines, Imperial College of Science and Technology, University of London in 1962, Postgraduate Certificate in Mining & Mineral Exploration from 1967 to 1968 from the University of Mining & Metallurgy, Leoben, Austria, postgraduate in Mineral Economics from 1977 to 1978 from McGill University, Montreal and PhD in Chemical Engineering in 1988 from University of Bologna, Italy. He holds Doctorate degree from University of Maiduguri in Nigeria. He holds Doctor of Science Degree from Ahmadu Bello University, Zaria and Two Honorary Doctorate degrees from Moore House College, Atlanta, USA and University of Benin in 1992 and 2002 respectively.
