Public Works and Women/Youth Employment, PW/WYE scheme, a
component of the Subsidy Re-investment and Empowerment Programme,
SURE, designed to generate about 370,000 jobs this year, was formally
flagged off on Monday by President Goodluck Jonathan with the inauguration
of its Board.
The Board which has Dr Christopher Kolade, a former industry captain and
later foreign envoy, also has a representative of the Governors Forum, Mr
Rotimi Amechi among others as a member.
The programme was enunciated in January following removal of the
contentious fuel subsidy by the Federal Government to identify laudable
projects that will be implemented with funds accruing from the subsidy
removal.
Inaugurating the Board at the Presidential Villa, President Jonathan, said the
members were carefully chosen to ensure they deliver on their assignment of
creating the desired jobs, expressing optimism that they will soon prove critics
wrong.
Lamenting the surging rate of youth unemployment, President Jonathan said
government recognizes youths as strategic partner in national development
adding that the programme would effectively redress the trend.
The project, which is expected to generate 50, 000 skilled jobs and 320, 000
unskilled job opportunities, he explained, would be implemented in partnership
with the states, the local governments and the private sector.
“This administration view the prevailing high rate of unemployment among our
youths with great concern especially with the rising state of youth militancy,
violent crimes and other social vices inimical to the political and economic
stability of the nation. The burden of frontally addressing and reversing the
trend should involve every segment of our society.
“The SURE programme seek to target the largest population of unskilled
unemployed and underemployed poor women and youths as well as other
vulnerable groups in our society by presenting them with ample opportunities
in the public works programmes and internships in firms for the skilled and
educated,’’ he said.
According to the president, the areas of focus for the unskilled employment
generation would include; erosion control, waste disposal and sanitation, tree
planting and afforestation, administration and maintenance of rural feeder
roads, health and education institutions, while the skilled jobs generation
would involve partnership with private sector and specific government
establishment for internship for the unemployed and underemployed youths.
In his remarks, Chairman of Governors’ Forum and Rivers State Governor,
Ameachi, expressed hopes that if more jobs are created for youths across the
country the trend would drastically reduce crime and allied vices.
Each of the 36 states, he disclosed would be at liberty to locate the sectors to
target its own job creation efforts for optimum impact on the lives of the people.
His words: “Like what we are doing in terms of feeder roads to farms,
agriculture, and some areas is the issue of mining, but it depends on what
that state can be able to provide, but working with them will be a win-win
situation.”
Finance minister Dr Ngozi Okonjo-Iweala who also doubles as coordinating
minister of the economy, said efforts are on to enlist private sector
participation in the programme.
“Already we have spoken to some companies that are not already involved and
they are very keen. So they will see the advert, they will register their interest
to participate”, she said.
Dr Kolade assured that his team would not fail to deliver on its assignment
which is to provide reprieve for the people.
“The intension of the government is to deliver genuine relief to people. We
assure you this is for real but the success is the genuine participation of the
beneficiaries”, he added.
